Bishop Roosevelt Fulton's personal life is a testament to his faith and values. He is the son of the late Mother Ruthie Mae Fulton and Deacon Harvey Fulton and was born on December 26, 1948, in Kingstree, South Carolina. He is married to Missionary Maggie Fulton, and together they have been blessed with two children: a daughter, Stephanie Morris, and a son, Taurrance (Lydia) Fulton. The couple also cherishes five grandchildren and three great-grandchildren, whom Bishop Fulton loves dearly.

Bishop Fulton received the gift of the Holy Ghost in August 1969 under the ministry of Bishop Norman Brown, Pastor of Sandridge Holiness Church in Kingstree, South Carolina. He received water baptism in Jesus' name in 1971 and became a member of Nesmith Way of the Cross Church under the leadership of Elder James Shaw. He faithfully served under three pastors—Elder James Shaw, Elder Richard Ford, and Bishop Joe T. Gamble—until he was called and ordained to pastor.

In 1982, Bishop Fulton was led by the Lord to begin a ministry in Kingstree, South Carolina. As God directed him, land was purchased, a House of God was built, and many souls were added to the church, just as the Scriptures declare. Bishop Fulton firmly believes in the Great Commission recorded in St. Matthew 28, Mark 16, and Luke 24. He teaches that every born-again believer has a responsibility to win souls for Christ and that the church must train and equip ministers, deacons, and missionaries for this vital work. His passion has always been to prepare future church leaders to serve effectively and faithfully in ministry.

Through The Evangelistic Temple Ministry, numerous ministers have been raised up and sent forth to labor in the work of the Lord. God continues to bless the ministry, and Bishop Fulton remains committed to seeing churches established in every state throughout the nation. Under his leadership, several congregations have been planted, including Cornerstone Way of the Cross in Charlotte, North Carolina; Emmanuel Temple Way of the Cross in Lake City, South Carolina; Lighthouse Way of the Cross in Florence, South Carolina; New Dimension Way of the Cross in Irvington, New Jersey; and Abundant Life Way of the Cross in Sumter, South Carolina.

Bishop Roosevelt Fulton's academic journey reflects his lifelong commitment to biblical education and spiritual growth. He is a graduate of Morris College in Sumter, South Carolina, and Lake Charles Bible College in Lake Charles, Louisiana, and has pursued additional studies at Glory Land Bible College in Florence, South Carolina. He holds an Associate's Degree in Biblical Counseling, Bachelor's and Master's Degrees in Theology, and a Doctor of Ministry Degree. In September 1998, he was awarded an Honorary Doctorate Degree from the School of Word Ministry and Liberty University in Lynchburg, Virginia.

Bishop Fulton's influence extends well beyond his local congregation. He serves as Pastor and Founder of Evangelistic Temple Way of the Cross Church, The Evangelistic Temple Bible College, and the Community Enterprise in Kingstree, South Carolina. He also serves as Presiding Bishop and a member of the Executive Board of Bishops of the Way of the Cross Church International, Diocesan Bishop of South Carolina, and Southern Region Overseer of the Way of the Cross Church International. His leadership is further demonstrated through his membership in the Williamsburg County Ministerial Alliance, his service as a board member of Williamsburg Charter School, and his previous role on the Williamsburg County Developmental Board.

In 2024, Bishop Roosevelt Fulton was honored with the President's Lifetime Achievement Award, a distinguished recognition commemorating his lifelong commitment to service and leadership. This honor was recorded in the annals of the Congressional Library during the Biden Administration.
